Enrollment and consent
Access is limited to participants individually approved by the project operator. An eligible participant receives enrollment instructions directly from the operator. The participant provides their own mobile number and gives express consent through an approved electronic or paper form. No other person may provide SMS consent on the participant’s behalf.

Message and data rates may apply. Reply HELP for help or STOP to opt out. Consent is voluntary and is not a condition of purchasing any goods or services.
The consent record includes the submitted telephone number, consent date, and enrollment source.
SMS response instructions
- 1 — acknowledge a standard alert or indicate available during a poll.
- 2 — indicate unavailable when a poll requests that option.
- HELP — receive assistance information.
- STOP — stop future SMS messages.
- START — resubscribe after opting out.
Message frequency and charges
Message frequency varies. A routine test is expected approximately monthly, with additional messages when operational needs arise. Message and data rates may apply according to the recipient’s mobile plan. MUSTER does not charge a subscription fee.

Availability poll: MUSTER POLL: Are you available for [incident] at [time]? Reply 1 AVAILABLE or 2 UNAVAILABLE within 90 seconds. Reply STOP to opt out.
Test: MUSTER TEST: Monthly notification-system test. No deployment is required. Reply 1 to acknowledge within 90 seconds. Reply STOP to opt out.
Opting out and getting help
Reply STOP at any time to end SMS messages. A confirmation will be sent, and no further SMS alerts will be delivered unless the recipient later replies START. Reply HELP for assistance. Participants may also use this page as the program’s online help resource.
Important notice
MUSTER is not a replacement for 911 or official public-warning systems. Wireless, carrier, internet, device, and power failures can delay or prevent delivery. Call 911 when immediate assistance is required.
